ELGHD has carried out the Meeting Presentation of TOT JICA Participants on 25^th March 2009 at the meeting room of BAPPEDA Magelang Municipality, Central Java. This activity was headed for presenting the result of TOT JICA in Japan in front of all the Local Government Offices and JICA representative; and reporting the ELGHD assistant activity. It was expected that the participants would learn the training material of the TOT JICA participant and the planning implementation for Magelang Municipality and also would stimulate the government offices mindset of the ICT importance in the form of e-government or government’s activity electronic-based. 

This meeting was attended by 30 participants, consist of Head Office, Head of Informatics Division and Comitte Team of Information and Communication Office; and representatives of some Local Offices, Agencies, and Bureau. 

First, the meeting was opened by the PMU of Magelang representative, who delivered that the representative of Magelang to participate TOT in Japan was delegated and the delivery of the meeting purpose. 

Then, the acclamation from Long Term Expert JICA, Mr. Momma, delivered some points as follow:

·          The TOT of e-government, as one of ELGHD activity, was carried out on January 2009 in Japan, attended by 4 participants from each supported local government representative.

·          JICA hoped the training would be useful for ICT implementation in Magelang Municipality. 

Next, the presentation of Japan TOT Activity Result by Ronggo Radityo, comprises:

·          The explanation of meeting activity as the form of joint activity among JICA, DEPKOMINFO and Magelang Local Government

·          The explanation of ELGHD assistance as the form of support activity which are the ICT Training Assistance, and 2009 ICT planning arrangement assisstance

·          The delivery of Japan TOT training result material

Some points at the discussion session, as follow:

1.     An expectation for JICA of further comprihensive support from JICA in giving donation support rather than giving technical support only and the expectation of making the IT pioneer image surrounding Magelang Municipality region. JICA emphasized that ELGHD main support was giving technical assisstance only, not the fund support form. Other given option was proposing the fund support to other JICA program through the departement in charge.

2.    The assessment of existing local government website which has not optimally utilized. It was expected that there would be an improvement of website material to be more variative and attractive for the public to access the website as the source of information. This was caused by the hack problem. At this time, the website is gaining the safety and material improvement stages. Moreover, each Local Government would be given an authority to fill out and to edit their domain page based on their need.

3.     An expectation for DISHUBKOMINFO to propose IT improvement budget design and to enhance the application integrated system of all Local Government Office so the implemantation of ’data centre’ would be actialized as soon as possible. This actualization need to be supported by same perception from an integrated vision, mission, and  inventarization of IT utilization need of all Local Government Office.

Last, the meeting was closed by the Head PMU of Magelang Municipality, who delivered that the implementation of e-government ease the data and information sharing both internal or external aspects and Magelang commited to improve e-government though no more support from ELGHD.
