Meeting Presentation of TOT JICA Participants has been carried out on 18th March 2009 at Balirung Solok, West Sumatra. This activity was headed for presenting the result of TOT JICA in Japan in front of all the Local Government Offices and JICA representative; and reporting the ELGHD assistant activity. It was expected that the participants would learn the training material of the TOT JICA participant and the planning implementation for Solok Municipality and also would stimulate the government offices mindset of the ICT importance in the form of e-government or government’s activity electronic-based.

This meeting was attended by 60 participants, consist of Solok Mayor, Long term expert JICA, ELGHD Team, Head of PMU, Regional Secretary; and representatives of some Local Offices, Agencies, and Bureau.

The meeting was started by the report of ELGHD activity at Solok, delivered by ELGHD Team, consist of:

·         Assisstance of ICT activity implementation and improvement in 3 Local Government Office which had ICT activity plan and supported by ELGHD,

·         Improvement of ICT skill (basic to intermediate level) at 2 Local Government Office

·      Assisstance of ICT activity budget plan 2009 arrangement at 2 Local Government Office

·        Special support of Licensing Information System

·         Survey of officer’s ICT ability

·        Public satisfaction survey of public service

Then, the acclamation from Head of PMU Solok, Drs. Suhatmi Tole, comprises:

·         The representative of Solok to participate Japan TOT training has been delegated

·        The progress of ELGHD assisstance activity gained 50%.

Next, the acclamation from Long Term Expert JICA, Mr. Momma Himoru, comprises:

·        The TOT of e-government, as one of ELGHD activity, was carried out on January 2009 in Japan, attended by 4 participants from each supported local government representative.

·         JICA hoped the training would be useful for ICT implementation in Solok Municipality and would be continued.  

Continued with the acclamation of the Mayor, comprises:

·        ELGHD activity was useful for the government,

·    The limitedness of local government budget hampered the ICT implementation because the budget was prioritized for the disaster mitigation,

·         The expectation of collaboration in other sector such as education, healthy and trade 

Next, the report of Japan TOT activity result by Heppy Dharmawan, consists of:

·         The explanation of meeting activity as the form of joint activity among JICA, DEPKOMINFO and Solok Local Government

·         The explanation of ELGHD assistance as the form of support activity which were the ICT Training Assistance, and 2009 ICT planning arrangement assisstance

·         The delivery of Japan TOT training result material 

Some points at the discussion session are described as follow:

·         The budget problem could be overcome by joint program with the third party (BUMN colaboration in Japan, Telkom collaboration at South Minahasa).

·         Environment Office had the Environment Information System online-connected with the central, but it was hampered by the budget problem.

·         The existance of internet connection was very helpful but limited by the internal media acceess only, expected that the development of WAN would fulfill the information access needed by all Local Government Office at Solok. 

·         The condition in Okinawa, similar with Solok, had the Local Government Offices which separated by islands but overcomed by the wireless or satellite technology.

·         Head of Licensing Service Office proposed that BKD would supply technician and programmer formation. 

The meeting was closed by the Mayor of Solok delivered that the implementation of e-government ease the data and information sharing both internal or external aspects. It was expected that each Local Government Office would support e-government program and have the electronic data and JICA would give assistance of e-government planning.
