Page 1 of 4 Change is required in e-local government development, either from technology applied side or from activity and work culture management side. Change is one word that often heard or said, but difficult enough to be done. Change for most people possibly makes comfortless and requires sacrifice. A change causes someone must dare to secede or exit from comfort zone which all the time has sticks in an individual. Not all people likes change, so to be effective, change strategy must focus on man who will implement the change, not on equipments or problem faced. A wanted change not will only experienced by individuals only, but also will be experienced by organization as a whole. Leader who will make a change must dare to go forward, and who want to change must open his mind. Change will never happen before man success changes the way of thinking. In biology genetics, man formed by a group of genetic code called DNA (Deoxiribo Nuclead Acid) which recognized also as element of character carriage. Nature carriage elements will interact with the environment, and the good elements of human can be handcuffed by various other elements, so they don’t emerge to surface. One of area element that is often interacting is tradition. Not all traditions give positive impact for community progress. Many manacle traditions so that community impressed runs in place and more era under developed, no longer can adapt to era change. According to Charles Darwin, not the be strong which will stay, but which very adaptive, that’s why, they who do not want to change will be forced changes by situation. |
