Development of Information System in Local Government Office Print

Even though have been more than 20 years Information system is recognized in Indonesia, implementation in government office (central and local) relatively still be low compared to private sector.
This is caused besides by resistance in bureaucracy (starts from Law, central policy and area, comes up with organization and administration that is not easy to changed or made perfect), also because limitation owned at government office to push information system implementation of according to the constrain

Differs from condition in government office, information system implementation in private sector doesn't have meaning obstacles, so that easier to do adjustment in information system using. For private sector, information system and business process reengineering are used to look for optimal solution in increasing efficiency and quality of job.

Based on experience and observation until now, the low of information system implementation at local government office is caused by such things as:

  • has not existence of local government offices which structurally and explicitly having responsibility in information system development in local government office;
  • limitation in knowledge of information system is overcome with a solution which ‘ IT oriented'’ causing the growing of information system islands;
  • information system planning grows partially according to requirement of each entity local government office, so that difficult to be integrated;
  • information system is executed self-supporting in each SKPD without existence of coordination of information system between SKPD, including building information system which do not become responsibility set of system constructor job;
  • data and information which is made and beyond authority  a SKPD cannot be guaranteed its accuracy and eligibility responsibility, so that will become an area is highest have problem;
  • similar has not of culture works with a pattern that is each other integration in local government office;
  • Limitation of ability of human resource for management of system and information technology.

Execution of information system in local government office can be carried out if:

  • local government has had master plan system and information technology;
  • there is a process openness and data management and orderly information and is planned;
  • bureaucracy not longer become a resistance;
  • development of system and information technology returned at authority  each SKPD;
  • need to be made a strategy and policy of supporter that information system can be harmonized with the bureaucracy in private sector;
  • needs improvement of human resource;
  • Needs existence of change management in local government office area.
