Before do spatial analysis, we need to build spatial database first. This is the most important thing in GIS because connect to the affectivity and efficiency of information system to manage and process data, so will be get information about space as needed.

Slowly but surely, GIS development will move from passive activity (collecting digital data) into active dynamically activity (geographic data analysis). For that, geographic data that manage by an institution must be easily accessible by other institution and public, so the existence will be optimal. Data sharing is an atmosphere conducive to make an interoperability system.
