Government management system has to develop into network organization management system that can shorten the decision making line, expanse the control range, and improve the public service.

E-local government development can not separated from information technology using, in another word, before develop e-local government, local government leaders have to know business process deeply. It is because information technology is implemented, not conceptual, so changes have to come from the leader who knows changing process. Thereby, information technology management becomes very important in a government organization.

Information technology usage in a government organization can means as relation and process structure which direct and control the organization in achieving the goal.

There are five management decision keys to make information technology as a strategic asset, they are:

  1. Information technology usage. A decision from top level leader about how information technology can be use by organization. Once statements declared, information technology principle become part of organization management, which continuously discussed and implemented for organization improvement.
  2. Information technology architectures. Organizing logical of data, application, and infrastructure that integrated in a policy, relationship and technology selection to get integration and standardization of expected technical and business.
  3. Information technology infrastructure. Information technology infrastructure contains network, computer, hardware, and other software are a group of components which expected can faster the calculating process, delivery it by various information media in short time and effectively storing process.
  4. Application. In information technology development, amount of application which can give an added value to organization is needed. There are two important things, which are creativity and discipline. Creativity is needed to identify a new way or process in an organization so there is a meaning value. Discipline concern about things that connect with architecture integrity so make sure that the developed application is appropriate with integrated and innovated organization architecture.
  5. Information technology investment and priority. Information technology investments often become matter that hard to understand by organization top management. This is because new value that cause not directly felt by the organization.

All the five basic that explained before are very important to understand by local government leader to be part of good corporate governance. E-local government projects in many local governments still often meet wasting and un-optimally benefit. This is because the local government leader is not well understood about information technology development and there is no control tool.
